WAR EXPENDITURE AND ABANDONED POVERTY___ Fiscal Priority, Structural Violence, and the Redistribution of Vulnerability

This statement examines the relationship between war expenditure and the persistence of poverty as a question of fiscal priority and moral accountability.

Public budgets are not neutral instruments; they are normative decisions. They allocate resources in ways that disclose what a society treats as necessary, urgent, and legitimate. When significant public investment is directed toward the preparation and conduct of war while conditions of poverty remain insufficiently addressed, a hierarchy is established in which force is prioritized over care.

This hierarchy produces consequences.

Resources committed to conflict are resources not available for housing, health, education, and social stability. The resulting deficits are not incidental but patterned. They reflect a sustained ordering in which the alleviation of vulnerability is deferred in favor of the projection of power.

This dynamic constitutes a form of structural violence.

Harm is not only enacted through direct coercion but also through omission—through the failure to provide conditions necessary for dignity and survival. When such omission is stabilized through policy and repeated allocation, it becomes embedded within the structure of public life.

Under these conditions, vulnerability is redistributed.

The burdens associated with fiscal prioritization fall disproportionately upon those with the least capacity to absorb them. The poor experience reduced access to essential goods, increased exposure to instability, and diminished visibility within public decision-making. Their condition is not peripheral to the system; it is produced within it.

This arrangement raises a fundamental question of legitimacy.

A political order that maintains the capacity to fund destruction while failing to meet basic human needs cannot be reconciled with a coherent account of justice. The integrity of public order depends not solely on its ability to secure, but on its willingness to care.

Against this condition stands a moral counterpoint.

In the figure of the Cross, unjust suffering is made visible without justification. It establishes a standard by which systems are to be evaluated: their relation to those most exposed to harm and their capacity to respond to that exposure.

Under this standard, the coexistence of extensive war expenditure and persistent poverty signals a misalignment of priority.

The appropriate response is reordering.

This entails a reassessment of fiscal commitments,

a redirection of resources toward restorative and protective ends,

and a reconstitution of public responsibility centered on the reduction of vulnerability.

Such reordering is not merely technical; it is ethical. It requires a break from patterns of acceptance that have normalized disproportion and a return to principles that affirm the primacy of human dignity.

Where fiscal priority sustains force and neglects care, vulnerability is not only endured—it is distributed.

공공 예산은 중립적인 도구가 아니다. 예산은 규범적 결정이다. 예산 배분 방식은 사회가 무엇을 필요하고, 긴급하며, 정당한 것으로 여기는지를 드러낸다. 빈곤 문제 해결이 미흡한 상황에서 막대한 공공 투자가 전쟁 준비와 수행에 투입될 때, 무력이 돌봄보다 우선시되는 위계질서가 형성된다.

이러한 위계질서는 결과를 초래한다.

전쟁에 투입된 자원은 주택, 보건, 교육, 그리고 사회 안정에 사용될 수 없게 된다. 그 결과 발생하는 적자는 우연이 아니라 고착화된 현상이다. 이는 취약성 완화보다 권력 투사가 우선시되는 지속적인 질서를 반영한다.

이러한 역학 관계는 구조적 폭력의 한 형태를 구성한다.

해악은 직접적인 강압뿐만 아니라 부작위를 통해서도 발생합니다. 즉, 존엄과 생존에 필요한 조건을 제공하지 못하는 부작위를 통해서도 발생합니다. 이러한 부작위가 정책과 반복적인 자원 배분을 통해 고착화되면, 공공생활 구조에 깊숙이 자리 잡게 됩니다.

이러한 상황에서 취약성은 재분배됩니다.

재정 우선순위에 따른 부담은 이를 감당할 능력이 가장 부족한 사람들에게 불균형적으로 전가됩니다. 빈곤층은 필수품에 대한 접근성이 저하되고, 불안정에 대한 노출이 증가하며, 공공 정책 결정 과정에서의 존재감이 줄어듭니다. 그들의 상황은 시스템의 주변부가 아니라, 시스템 내부에서 만들어진 것입니다.

이러한 상황은 근본적인 정당성 문제를 제기합니다.

기본적인 인간의 욕구를 충족시키지 못하면서도 파괴를 자행할 수 있는 정치 질서는 정의에 대한 일관된 설명과 양립할 수 없습니다. 공공질서의 건전성은 단순히 안전을 확보하는 능력뿐 아니라, 돌봄에 대한 의지에도 달려 있습니다.

이러한 상황에 맞서는 도덕적 관점이 존재합니다.

십자가의 형상에서, 부당한 고통은 정당화될 수 없는 상황에서 드러납니다. 이는 시스템을 평가하는 기준을 제시합니다. 즉, 피해에 가장 취약한 사람들과의 관계 및 그 피해에 대응할 수 있는 능력입니다.

이 기준에 따르면, 막대한 전쟁 비용 지출과 만성적인 빈곤의 공존은 우선순위의 불일치를 나타냅니다.

적절한 대응은 우선순위의 재조정입니다.

이는 재정적 약속에 대한 재평가,

회복과 보호를 위한 자원 재배치,

그리고 취약성 감소를 중심으로 하는 공공 책임의 재정립을 의미합니다.

이러한 재편은 단순히 기술적인 문제가 아니라 윤리적인 문제입니다. 불균형을 당연시해 온 용인 패턴에서 벗어나 인간 존엄성의 최우선성을 확인하는 원칙으로 돌아가야 합니다.

재정적 우선순위가 무력을 유지하고 돌봄을 소홀히 하는 곳에서는 취약성이 단순히 감내되는 것을 넘어 확산됩니다.
